Give yourself a year before deciding

A full year of renting lets you test summer crowds, winter comfort, daily routes and your social life without committing the purchase price. You can renew, move within the town or try somewhere else when the agreed term ends. Continuing to rent is a complete housing choice; there is no need to turn a good stay into a purchase.

If buying still appeals after that year, compare the expected costs over the same period. Include purchase and eventual sale costs, building fees, repairs, taxes, insurance and the money tied up in the home. Set these beside the rent and extra charges for a comparable apartment. Neither ownership nor renting is automatically cheaper over a lifetime; your agreed prices, length of stay and changing needs decide the balance.

Start with a twelve-month rental agreement and the year-round budget. The remaining sections are a checklist for an optional later purchase.

Sveti Vlas: dated asking-price examples

Magic Dreams · Snb 8994790.81 m²€99,000€1,090/m²

These offer different layouts and positions rather than a single “going rate”. Belle Air is on floor 2 with a lift and a published maintenance charge of €9/m²/year: on the advertised 70 m², about €630 a year (€52.50 a month), subject to the contract’s chargeable area. Magic Dreams has two bathrooms and a larger stated area. Read the floor plans alongside the figures.

These Sveti Vlas advertisements are examples of individual properties, not a valuation or an estimate for Nessebar or Pomorie. If you later compare a purchase in either town, collect its own current comparable properties and obtain an independent assessment of the actual building.

Start with how you would use the home

Decide whether this will be a seasonal base, permanent home or property you also expect to let. Those choices change the importance of storage, heating, management and access while you are away. Use what you learned during your first year of renting to check these priorities, including the seasons you enjoyed least.

Write a short brief before viewings: comfortable daily routes, accessible entrance, essential rooms, maintenance tolerance and an overall financial limit. A home can be attractive without fitting your routine. Read the neighbourhood guide and keep a separate allowance for inspection, advice, moving and initial repairs rather than spending the entire budget on the advertised price.

Appoint people who work for you

Choose a lawyer acting for your interests and ask about conflicts, property experience, language and written fees. Use the official Bulgarian bar register to check the person’s registration. The notary directory is a separate identity check; ask your lawyer to explain the notary’s role and whether you also need an interpreter.

Commission a technical inspection appropriate to the actual building and site. Ask what is included: structure, moisture indicators, roof and shared parts, electrical and plumbing condition, heating and cooling, and any visible alterations. Request written findings with photographs and priorities.

Give your lawyer precise questions

Ask your lawyer to reconcile the seller, title documents, cadastral identifier, apartment plan and what is physically being sold. Ask what searches establish ownership history and encumbrances for the relevant period, and whether parking, storage or land interests are included as you understand them. The Registry Agency’s property portal and the Cadastre Agency are different official starting points; neither replaces interpretation of the full file.

Ask for a written conclusion on lawful use, construction and occupation documentation, alterations, outstanding obligations and any restrictions relevant to your intended use. Have the lawyer establish what purchase route and land-ownership rules apply to your nationality and circumstances. This is a document checklist for independent advice, not a statement that every European buyer follows the same rules.

Understand the building’s finances

The management agreement and charge schedule show what the building costs to run. Alongside pools, lifts, gardens and security, include major works, insurance, local charges, utilities and repairs in your annual budget. The seasonal operation of shared facilities matters if you will live here all year.

Review the building accounts available to buyers, planned works, voting arrangements and how charges change or unpaid fees are handled. Keep a reserve beyond the regular maintenance bill. For a worked example, see Belle Air’s published fee above.

Agree the conditions before money moves

Before paying a reservation or deposit, have your lawyer review the exact agreement, recipient, deadlines and refund conditions. Ask what happens if checks reveal a problem, finance is delayed or one party cannot complete. Keep a clear record of payment instructions and verify changes through an independently confirmed contact.

Request a full completion statement with taxes, registration, notary, legal, translation and any agent charges applicable to your transaction. Agree the handover condition, meter readings, keys and transfer of service accounts. Afterwards, keep the final documents and ask which post-purchase registrations or notifications remain. Property ownership, residence rights and tax residence deserve separate advice.
