EU citizens: prepare within the first three months
EU citizens may initially stay for up to three months with a valid identity card or passport under EU free-movement rules. For a longer Bulgarian stay, organise the residence application within three months of entry. An economically inactive retiree needs sufficient resources and comprehensive health insurance. A pension statement can help document resources, but ask the authority which evidence it currently accepts.
Good to know: citizenship determines the route. Swiss and British citizens should use the rules applicable to their own status, including any protected rights.

Non-EU nationals and family members
Check your nationality, any existing protected residence rights and the precise legal basis before booking a permanent move. A short-stay visa exemption or Schengen visit does not create a right to settle. Where required, the long-stay visa D and the Bulgarian residence permit are separate stages. Obtain the current checklist from the Bulgarian consulate and Migration; do not assume an EU pensioner checklist applies.
Family members can have derivative rights under EU rules, but their documentation and application route depend on their own nationality and relationship. Confirm the route for each person, rather than applying one household assumption.

Make one organised document file
Ask Burgas Migration for the current requirements for your route: identity document, address evidence, resources, health cover, application, fees and any translations or legalisation. Confirm which originals must be shown, how an appointment works and when a renewal is due. Use a secure digital copy and a paper folder.
Agree with your landlord how address evidence will be supplied before signing a long lease. Keep residence registration separate from the tax question below. A property purchase is not itself a complete residence application.

Your tax home needs a separate decision
Bulgarian tax residence can depend on days present and your centre of vital interests, not simply on the residence card. Maintaining a home or close economic and family ties abroad can create competing claims. Record travel days and ask a cross-border adviser to apply both countries’ domestic rules and the relevant treaty before moving income or selling assets.
Use the tax overview and pension guide to prepare questions. Neither health registration nor changing your postal address automatically ends tax obligations elsewhere.

Move in stages
A practical sequence is a scouting stay, a suitable lease, confirmed insurance, residence registration and then the wider household move. Book essential medical continuity before shipping belongings. Tell pension providers, banks and insurers your actual address and obtain their document requirements.
Keep a calendar for permit renewals, policy expiry and tax deadlines. Retain a reserve for a delayed application, extra accommodation or a return trip. The authority’s current checklist determines the documents for your case.
Choose your first-year address in Sveti Vlas, Nessebar or Pomorie after testing ordinary journeys. Keep the town and complete Bulgarian address consistent across the tenancy and applications; ask Migration which submission desk handles your circumstances before travelling to Burgas.
